A panel of the HCPTS heard that Mr Allen failed to interview Service User A and Service B in accordance with the Mental Health Act 1983 before making an application for their detention.

The Panel further heard that Mr Allen signed Form A6 to say that he had interviewed Service User A and B as part of his assessment as to whether detention in hospital was appropriate when this was not true.

Panel Chair Graham Aitken commented:

“The evidence before the Panel demonstrated that Mr Allen was aware he was signing the forms knowing that he had not interviewed Service User A or Service User B as part of his assessment in which of each of their cases as to whether detention in hospital was appropriate.

The Panel determined that Mr Allen’s fitness to practise is currently impaired on both personal and public interest considerations.”

The Panel ordered to strike the name of Stephen Anthony Allen from the HCPC Register with an Interim Order to cover the appeal period.

Mr Allen was did not attended the hearing and was not represented.
