A panel of the HCPTS heard that whilst on night duty Mr Fletcher used and was under the influence of an anesthetic agent.

The Panel further heard that Mr Fletcher failed to rouse in a timely manner to an emergency call. The Panel considered evidence from 4 witnesses, and received written notice from Mr Fletcher that he did not wish to engage with the process, wanted to resign from the HCPC and no longer work as an ODP.

Panel Chair Maurice Cohen commented:

“There is no evidence of any expression of insight, remediation, regret or remorse. The Panel concluded that there was a risk of harm to a mother and baby as a result of the misconduct identified and there is a continued risk of harm to service users in the future.”

The Panel ordered for the name of Kelvin Fletcher to be struck off the HCPC Register.

Mr Fletcher was neither present nor represented at the hearing.
